     Welcome to the Exceptional Student Education web site for the Rock Hill Schools. Currently, there are over 2,500 students with special needs enrolled in various programs for students with disabilities throughout the district. Over 300 teachers, therapists, employment specialists, and assistants are employed to meet the unique, individualized needs of students who have been found eligible for specialized instruction and services. Instruction is provided through a variety of models including consultative, collaborative and inclusive, as well as pull-out resource services and specialized services and programs.

    In addition to the ESE staff, we also collaborate with Catawba Mental Health, Rock Hill Vocational Rehabilitation, HeadStart, and other outside resources to assist our students with disabilities.

    BIOGRAPHY

    ShaQuenna McLaughlin brings over 16 years of educational experience to the Director of Exceptional Student Education Position. She has served in many capacities including as a Special Education Teacher, Itinerant Coordinating Teacher for the ESE Department, Dean of Instruction, Assistant Principal, District Math Coach and District MTSS Specialist.        

    Ms. McLaughlin began her professional career in Charlotte Mecklenburg Schools as a Special Education Teacher serving students identified with severe behavioral and emotional disabilities. During her time as a teacher she worked to support families and assisted in the development of a school wide discipline program. She was promoted to the district office to serve as an Itinerant Coordinating Teacher, where she worked to mentor new special education teachers and provide professional development. In this role she supported teachers and administrators. Her areas of concentration focused on compliance, scheduling, specially designed instruction and behavior and classroom management.

    Ms. McLaughlin’s administrative career began as a Dean of Instruction at a PreK-8 school. As a dean, she oversaw the special education program where she facilitated data driven conversations in order to achieve growth and achievement for students. She was promoted to Assistant Principal at one of the largest elementary schools in the district where she oversaw the special education and student services team. Under Ms. McLaughlin’s leadership, the special education program was able to successfully achieve overall academic gains, reduce discipline and increase compliance in special education.

    In 2017, Ms. McLaughlin joined the Rock Hill School District to serve as a District Elementary Math Coach. Her work entailed supporting school administrators and teachers to build an understanding of curriculum, instruction and assessment. She then transitioned to the MTSS Specialist role for the district and has worked to implement a process that meet the needs of the whole child. She has implemented an efficient process to administer universal screeners to K-1 students. Her work as a District Math Coach and MTSS Specialist has allowed her to provide district and school level professional development on best practices and interventions in academics, behavior and social emotional learning.

    Ms. McLaughlin received her B.A in psychology and Special Education certification from UNC-Charlotte. She is a National Board Certified Teacher in Special Education. She also holds a M.A in Teaching, and an M.Ed in Educational Leadership from Winthrop University. Ms. McLaughlin believes that every student can succeed and that all staff have a responsibility to provide an equitable education to every student. She believes in building relationships with all stakeholders in order to promote positive environments conducive to learning.
