ParentSMART empowers parents and caregivers to become their child’s first and most important teacher by offering education, resources, and support that promote positive parenting and early learning. Using the evidence-based Parents as Teachers (PAT) curriculum, trained Parent Educators partner with families from pregnancy through kindergarten, providing personalized home visits, group sessions, developmental screenings, and connections to community resources.

The PAT model builds school readiness and healthy development by engaging families early to expand parenting knowledge, strengthen practices, identify developmental or health concerns, prevent abuse and neglect, and prepare children for long-term success. ParentSMART offers additional programs including Family Literacy, teen parent support, and access to resources and referrals. Through the Family Literacy Program, parents can work toward a GED or English language acquisition while their children participate in standards-based early learning. The Teen Program supports pregnant and parenting teens helping them grow as parents, strive for academic success and more.

Located within the school district’s Belleview Center, ParentSMART is housed alongside Rock Hill Adult Education, Child Find, T3 and other district support services.

In partnership with organizations such as the Early Learning Partnership of York County, the Children’s Trust of South Carolina, and York County First Steps, ParentSMART strengthens families, especially those who might not thrive without this essential community and district investment.
