Accountability
The Office of Instruction and Accountability seeks to provide teachers, administrators, and support staff with essential resources and services in the ongoing assesment of student progress. These resources and services include:
Measures of Academic Progress, or MAP, is a state- aligned computerized adaptive assessment program that provides educators with the information they need to improve teaching and learning. Educators use the growth and achievement data from MAP to develop targeted instructional strategies and to plan school improvement. With the ability to test students up to four times a year, MAP test results help educators make student-focused, data-driven decisions.
Measures of Student Progress
School and district accountability for student performance is measured through the following state and federal accountability systems:
School and District Report Cards
Established by the South Carolina Education Accountability Act of 1998, the Education Oversight Committee publishes annual report cards for schools and school districts. Beginning with the 2001 report card, each school and district annually receives two ratings, one for absolute performance level and one for improvement rate. These ratings are a reflection of the number of students scoring not met, met, or exemplary on PASS and HSAP, as well as improvement in student test scores from year to year.
For more information on school report cards, visit the Education Oversight Committee website at http://www.sceoc.org/ .

Adequate Yearly Progress (AYP)
No Child Left Behind federal legislation sets as a goal that all students will score met or exemplary on English/language arts and mathematics by 2013-14. To measure how schools, districts, and the state are succeeding in meeting this goal, Adequate Yearly Progress (AYP) was established as an additional performance measure. For detailed information on Adequate Yearly Progress, including the method of calculation, visit the AYP section of our website.
